The GNT-0000 00 Qan[T] was the successor to the GN-0000+GNR-010 00 Raiser designed for Setsuna F. Seiei, who had evolved into the first true human Innovator. The suit was also developed for the dialogues to come with extraterrestrials, but even engineer Ian Vashti could not imagine its capabilities in this regard. The 00 Qan[T] used two newly made GN Drives in its Twin Drive System, which allowed them to synchronize perfectly when activated. Some data from the GN-0000 00 Gundam was used in designing the 00 Qan[T]'s basic frame, but other parts were new developments. Data from the GN-0000GNHW/7SG 00 Gundam Seven Sword/G also contributed to the development of the 00 Qan[T]. The cockpit was equipped with a Veda terminal that allowed Tieria Erde to support Setsuna while piloting the suit. The terminal was also essential when Setsuna opened dialogue with the ELS in 2314. The GN particle control capabilities of the chest-mounted clavicle antennae were enhanced for quantum communication. The suit's Quantum System made use of Setsuna's Innovator abilities and was designed for the dialogues. When the system was deployed, the twin GN Drives were linked and the suit's body would glow. High density GN particles beyond the level of the Trans-Am Burst were released, which linked the consciousness of individuals within the affected area, allowing dialogue to commence. The system's maximum output mode was the Quantum Burst, whereby there was additional events including purging of the suit's armor, all the GN Condensers were exposed and the GN Sword Bits were positioned in a circular manner around the suit, releasing even more GN particles. When the GN Shield was repositioned to the suit's back, the GN Drive in the shield and the GN Drive in the back became directly connected, which caused their synchronization rate to increase further and allowed the use of the Quantum Burst. However, in this state, the control of the GN Drives became quite complex. Thus, the two GN Drives were normally separated to prevent any unexpected incident from occurring. The two GN Drives did not have to be directly connected for Trans-Am. The "T" in the suit's name was for "Twin," and the suit's Quantum Burst was superior to the 00 Raiser's Trans-Am Burst.
Although the 00 Qan[T] is designed for the dialogues, it also had high combat capabilities that surpassed the 00 Raiser. As Setsuna preferred close combat, the suit's arms were designed to have movement range similar to that of a human's. The suit's head antennae system was improved so as to better control the GN Sword Bits. The Bits were capable of defense and offense, and could only be controlled by a true Innovator's powerful quantum brainwaves. The GN Sword Bits consisted of two A bits, two B Bits and two C Bits. The blade portion of the sword bits was made using the same material as that of the GN Sword III's blade. The GN Sword Bits could be deployed as remote control weaponry or as handheld weapons; the A and B bits could combine to form large handheld swords. They were designed with high durability to withstand attacks from enemy bits. The six GN Sword Bits could also create a large GN Field between them for defensive purposes. This protected the GN Sword Bits from being destroyed when used defensively as they were not directly exposed to the enemy's attacks, and could be used repetitively as long as there are sufficient GN particles. The GN Sword Bits had higher overall performance than earlier fangs or bits due to the use of latest technology and being controlled by an Innovator.
The 00 Qan[T]'s GN Sword V had cutting capabilities that were vastly superior to that of the GN Sword III. This seemed to be due to the higher amount of the clear parts used in the blade. A Buster Sword or the Buster Rifle could be formed when the GN Sword V combined with the GN Sword Bits. The Buster Sword and Buster Rifle granted the suit vastly higher slashing and range attack capabilities respectively. When Trans-Am was activated, the particle beam fired from the Buster Rifle could be used as a large beam saber. The presence of a GN Drive in the GN Shield allowed for quick recharging of the GN Sword Bits. A GN Beam Gun was installed in the top part of the shield for intercepting enemy's attacks. The GN Condensers in the elbow joints could supply GN particles to the handheld weaponry, and were made of new technology which improved their particle storage capacity. The suit's legs were redesigned for better AMBAC capabilities, and used a joint design that first appeared in the GNZ-003 Gadessa and was now widely used in GN suits. The presence of GN Condensers in the knee joint increased the suit's GN particle storage capability. During the ELS conflict, Setsuna performed a long-range teleport to the ELS home planet that was known as a quantum jump and was only possible during Quantum Burst. The 00 Qan[T] was assimilated by the ELS, but Setsuna was able to establish peaceful dialogue with the aliens and ended the conflict with Earth.
