The CBY-001 1 Gundam was developed alongside the CBY-077 GN Cannon aboard the spaceship Celestial Being. The 1 Gundam was designed by Veda for Innovade use as the successor to the GN-000 0 Gundam. Data from Celestial Being's second generation Gundams also contributed to the development of the 1 Gundam. The 1 Gundam was a general purpose machine that was equipped with different weapons depending on the mission. The 1 Gundam's arms were equipped with large GN Condensers, which allowed for the direct supply of a large amount of GN particles to the beam rifle and sabers. The GN Beam Sabers were normally stored on the arms, but when the GN Shield was equipped, the GN Beam Saber on the left arm was moved to the underside of the GN Shield.

Veda devised the 1 Gundam as part of an alternate plan where all-Innovade Gundam Meisters carried out Celestial Being's armed interventions. When the plan was abandoned, an Innovade named Beside Pain used the 1 Gundam and two CBY-077 GN Cannons in an attempt to sabotage the use of human Meisters. Beside's memories were erased by Veda, and he was reformatted with the new identity of Leif Recitativo. However, Beside hid a copy of his memories in the 1 Gundam before the erasure so that he could be restored if his body came into contact with the mobile suit. The 1 Gundam was also piloted by a clone of Beside, using an original GN Drive from a third generation Gundam. The real Beside tricked Hanayo and Grave Violento into believing that the clone was the "real" him. The 1 Gundam was subsequently destroyed in a battle with Grave's GN-XXX+GNR-000 Sefer Rasiel. Leif later found a second 1 Gundam unit that contained a copy of Beside's memories and was powered by a GN Drive Tau. Despite the change in power source, the suit retained the cone-shaped appearance of the original GN Drive. This second unit could use most of the GN particles from its drive and its GN Shield to block beam attacks from Memento Mori.
