Although labors are most commonly used for construction projects, labor manufacturers also develop labors for military use. One such unit is the land combat Type-7B/2B Brocken developed by Schaft Enterprise's Europe branch. The Brocken's human-like mobility puts it par with the Shinohara AV-98 Ingram used by the Tokyo Metropolitan Police Department. A prototype Brocken is smuggled into Japan by SEE, but it is stolen by the environmental terrorist group Beach House. The truck carrying the Brocken is in turn stolen by a seasonal worker trying to reach his pregnant wife. Schaft steps in and attempts to recover the Brocken by dispatching two Type-5G/1C Grau-Bear, but they're stopped by the police department's Special Vehicles Section 2 and its Ingram.
