Because the Advanced European Union’s orbital elevator was incomplete, it poured substantial resources into mobile suit development to keep ahead of the other superpowers and counter the perception that its technology was not as advanced. In 2305, the AEU rolled out the upgraded AEU-05/05 AEU Hellion Perpetuum, but it also began development on its next generation successor, the AEU-09 AEU Enact. Like the SVMS-01 Union Flag, the Enact was solar powered and had specialized antennae on its head and shoulders for receiving power supply from the orbital elevator. To utilize this machine, AEU completed the solar power transmission network in its territory. As a result, the suit had an unlimited operating time when in AEU territory. Such a complete network was not found in the Union. The Enact had four hydrogen plasma jet engines for propulsion. The Enact drew the electrical power it needed for activation from molecular fuel cells that were infused into the materials that make up the suit. Due to this storage method, the danger of the fuel cells exploding was extremely low. However, the fuel for the suit’s plasma jet engines was flammable and stored in a storage tank located on the suit’s back.
Although the Enact also could transform into a flight mode while in operation like the Flag, the intention behind this design feature was different. While the Flag’s flight mode allowed it to be deployed across the globe, the Enact’s flight mode was mainly for traversing across the complex terrain within the AEU territory via air. The Enact was initially intended to make use of beam weaponry, but it was rolled out in 2307 before development on the weaponry was completed. Its standard armaments included a linear rifle, which used the electricity supplied by the battery mounted at the rear to fire electromagnetically accelerated projectile. During the development stage, there was a plan for the rifle to be powered by the power supply that Enact received from the orbital elevator, but this system was not completed. It was also armed with a 20mm machine gun, defense rod and sonic blades, all similar to the Flag. The sonic blade could generate a plasma sword for about 2.5 minutes, but it was not powerful enough to cut a mobile suit’s arm. The suit’s legs contained weapon bays that were usually for storing missiles and other ranged weaponry. The weapons bay could also be used to store other equipment such as spare fuel during long distance mission. The circular parts on the side of the arms and legs were hardpoints for mounting additional equipment. The arm storage bay could also store other weaponry beside the sonic blade, and the defense rod was not equipped if the suit is launched in flight mode like the Flag. The circular part of the feet could store flare and chaff dispensers.
The Enact made its ill-fated public debut in 2307 at a public demonstration near the AEU’s orbital elevator. The demonstration became the target of Celestial Being’s first public armed intervention, and the state-of-the-art Enact proved ill-equipped to fight the GN-001 Gundam Exia. Despite this humiliation, the rollout of the Enact continued with multiple variants produced. The units used in Moralia featured a different head specific to their region. The standard Enact head was intended for high altitude regions, while Moralia’s was for a low latitude region. The head units had different sensor range and climate compensation systems. It was rumored that Moralia’s military also used a different head because of the Enact’s embarrassing loss to the Gundam Exia. By 2312, the Enact was still in use with the Earth Sphere Federation, but also with other countries and the resistance group Katharon.
