The AV-98T Dolphin was a police training labor based on the AV-98 Ingram manufactured by Shinohara Heavy Industries. Due to their similarities, the Dolphin was used to train labor pilots on the control systems of the Ingram. After Division 2 of the Tokyo police’s Special Vehicles Section 2 adopted the Ingram as its new labor, its crew was sent to the police academy’s Okutama branch for training. With one exception, each member of Division 2 piloted a Dolphin to evaluate their aptitude with an Ingram. In the end, Noa Izumi and Isao Ota were assigned as the “forwards,” with Asuma Shinohara and NYPD officer Kanuka Clancy serving as their backups.
