Following the poor performance of the AVS-98 Economy in combat, engineers at Shinohara Heavy Industries set out to fix the labor’s flaws. The end result of that effort was the improved AVS-98 Economy Type Mk. II. The Mk. II’s performance was notably improved compared to its predecessor, and Shinohara again planned to mass produce the model. The Tokyo police briefly consider reorganizing Special Vehicles Section 2 by adding two extra divisions and equipping all four divisions with the cheaper Mk. II. Although the Mk. II received favorable reviews from most of its SV2 test pilots, it was immediately outperformed by the AV-98 Ingram in mock combat. At the same time, the Tokyo police decided against reorganizing SV2 or adopting the Mk. II. Shinohara’s engineers shelved the idea of creating a cheaper replacement for the Ingram and instead went in the opposite direction by creating a new high spec model: the AV-0 Peacemaker.
