As its name indicated, the AVS-98 Economy was an attempt by Shinohara Heavy Industries to create a cheaper mass production model of the AV-98 Ingram law enforcement labor. Shinohara’s goal was to create a standardized unit that could be cheaply offered for use by many police departments across the world. The basic design of the Economy resembled the Ingram upon which it was based, but its performance had been scaled back in some respects. Shinohara debuted the Economy during the 1999 Tokyo International Labor Show with plans for mass production afterward. However, the Economy received an unplanned field test when Schaft’s experimental Type-J9 Griffon attacked the labor show. The advanced Griffon was powerful enough to hold back even the Ingram, and the Economy performed poorly by comparison. Due to this poor showing, Shinohara’s engineers went back to the drawing board to iron out the Economy’s deficiencies, which were corrected with the upgraded AVS-98 Economy Type Mk. II.
