The CB-002 Raphael Gundam was designed and built in secret by Tieria Erde aboard the spaceship Celestial Being. Tieria used the design data in Veda from the CB-0000G/C Reborns Gundam and the Innovades’ GNZ series. He also recovered his damaged GN-008 Seravee Gundam and modified it into the GN-008RE Seravee Gundam II, which mounted as a backpack on the Raphael Gundam. The Seravee Gundam II could be deployed as an independent unmanned unit that was controlled by Tieria’s quantum brainwaves. The Seravee Gundam II was powered by three GN Drive Taus, two of which were mounted on the GN Big Cannons, and the other on its back. The Raphael Gundam itself was powered by a GN Condenser, which was recharged when docked with the Seravee Gundam II. Although the suit used the GN Drive Tau, it was capable of using the Trans-Am System and had performance on par with the other Gundams.

The Raphael Gundam used the same cockpit design and thrusters in the front of the feet as the GNZ series. The suit only separated from the Seravee Gundam II in emergency situations since doing so lowered its attack power. The Raphael Gundam was designed for space combat, and its top heavy nature created balance issues when fighting on the ground. To correct this issue, Tieria created the ground use variant CB-002/GD Raphael Gundam Dominions. The Raphael Gundam’s armaments included a GN Beam Rifle that was improved from the version on the GN-004 Gundam Nadleeh and featured a crystal sensor. Two GN Beam Sabers from the original Seravee Gundam were retained. The GN Big Cannons could also be deployed as remote control GN Claws that could generate beam sabers from the slits on the “fingers.” The GN Bazookas were based on the GN Bazooka II from the original Seravee Gundam, but they could not combine. They could fire large beams that had high destructive power, but a low rate of fire. During the ELS invasion of 2314, Tieria self-detonated both the Raphael Gundam and Seravee Gundam II in a battle near Mars.
