The Earth Sphere Federation lost many skilled pilots during the devastating ELS invasion in 2314. To prevent further large-scale loss of pilots, the GNX-803T GN-XIV was modified into the GNX-805T/CF GN-XIV Core Fighter Loaded Type to offer an escape unit to pilots. The unit was developed quicker than normal and at a relatively lower cost because the Core Fighter was based on technology used by Celestial Being and the Innovades that was stored within Veda. Cost controls were important to the ESF, which was focusing most of its resources on post-war reconstruction. However, adding a Core Fighter to the pre-existing GN-XIV increased production costs. Notably, the addition of the Core Fighter did not result in decreased mobility or combat capability.

After collecting sufficient operational data, military leadership decided to modify all existing GN-XIV units into the Core Fighter Loaded Type. Making full use of the Core Fighter required the development of a next generation mobile suit, and the Core Fighter was considered as a standard feature for the upcoming GN-XV. The idea for the Core Fighter Loaded Type was proposed by a civilian military contractor. However, unbeknownst to the military, that same person also viewed it as the beginning of the war against the Innovators. The suit was used by both sides during the war between the Old Human Faction and the Innovators and their supporters. This occurred as a portion of the military left the ESF government and joined the Old Human Faction.
