Officials from the Sanc Kingdom discuss recent events, including how Romefeller’s actions are causing many disputes around the world. Relena tells the officials that they can’t build a future on fighting. Relena emerges from the meeting and speaks with OZ soldiers, telling them she hopes Romefeller fixes its mistakes. Elsewhere, soldiers report to Count Townsend that they’ve found a crashed shuttle with two space suits. Townsend knows that there are orders to execute the Gundam pilots, and even though is country is under Romefeller rule, he doesn’t want to kill them yet. Heero plays with two dogs along a beach by tossing a pineapple for them to catch. He asks Quatre if he dislikes animals, and when Quatre answers that he loves them, Heero suggests he play with them. Quatre plays with the dogs and later has a drink with Heero and Townsend. Townsend is glad someone is coming to pick them up because it means he doesn’t have to execute them. He asks Heero what they’re going to do, but Heero doesn’t know yet. Townsend explains that his country submitted to Romefeller to avoid a futile battle, which Quatre says was the correct decision. OZ soldiers in the air order Sally to surrender, so she instead crashes her transport plane into the water to prevent OZ from getting the cargo. In a foggy port, Noin watches as OZ soldiers take Sally prisoner. Sally is tied up and left alone inside a room, and she attempts to break out of her ropes. OZ deploys several Cancers to find the Gundam. The OZ building experiences several explosions, and Noin breaks into the room where Sally is being held. She explains that she wants to fight OZ and needs the Gundam, so Sally agrees to go with her. The Cancers cut open the transport plane and find the Wing Gundam inside the cargo hold. Sally explains that OZ is after the Wing Gundam and asks what country Noin is from. Noin says she can’t explain yet, but it’s a country that’s resisting OZ. Sally says that people who have the ability to fight should do so. She comments that she wants to follow the Gundam pilots because she thinks that’s the right path to take.
Heero uses a computer and checks on OZ’s plans to wipe out the Gundams. Quatre asks Heero if he’s heard about the Sanc Kingdom and says it shows up in Romefeller’s confidential files. Quatre says the country is covering its tracks, but it’s looking for the Wing Gundam and Heero. Quatre thinks they should go to the Sanc Kingdom and help. Heero and Quatre find only two dogs guarding their tent, which Heero says is a message to leave. They steal a plane and leave a note behind for Townsend to report their escape. Quatre crashes the plane onto a ship’s deck while Heero heads for the nearest Leo. Noin and Sally use Pisces suits to chase after the Cancers salvaging the Wing Gundam. They fire torpedoes at the Wing Gundam, cutting the towing lines. Noin then destroys the Cancers while Sally destroys their sub from the inside. Heero uses a Leo to destroy the nearby ships in the OZ fleet while Quatre takes the bridge crew captive. They force the entire crew to evacuate on lifeboats, and Quatre asks where they should go. Quatre comments that wherever they go, they’d cause problems by being Gundam pilots. Heero says he’ll fight as long as Earth is a war zone, but as a Gundam pilot Quatre has no choice either. Noin tells Sally her name and is about to say where she’s from, but Sally cuts her off and says she doesn’t need to know. Sally says she’s going to look for another Gundam and would welcome any help if Noin can offer it. A girl named Dorothy Catalonia pulls her car over on a hill to watch the peace assembly representatives leave. Elsewhere, Pagan drives Relena and asks if she’s ok with accepting a student who’s a blood relative of Dermail. Relena explains that Romefeller wanted to send a representative to learn about Sanc Kingdom educational policies. She doesn’t think there will be a problem, but Pagan says he doesn’t trust everything Romefeller says. Relena introduces herself to Dorothy and welcomes her to the Sanc Kingdom institute. Dorothy is surprised that Relena heads the institute, and Relena explains that she’s learning about total pacifism like every other student. Dorothy asks what Relena would do if someone invaded and destroyed the kingdom’s beautiful scenery. Relena believes that people can find peace by talking things over. Later, Pagan tells Noin over video conference that Dorothy isn’t what he expected, but Noin comments that he should keep an eye on her. Noin says they have to do everything they can to protect Relena, including getting weapons. Noin’s jet lands in the Sanc Kingdom’s secret underground base. Dorothy watches Romefeller transport planes fly overhead and cries out that they need to hurry and start a war.
On the heels of two consecutive clip shows, this episode picks up the story from where episode 26 left off. Quatre and Heero have reached Earth and are captured by the sympathetic Count Townsend, who doesn’t want to hand them over to Romefeller. He lets them make an easy escape so that they can avoid execution. Elsewhere, Sally and Noin cross paths and team up to keep the Wing Gundam out of OZ’s hands. We see that Noin has been working for Relena, who is now the leader of the Sanc Kingdom and the head of an institute devoted to the Peacecraft philosophy of total pacifism. Her ideas are a direct counter to Dorothy Catalonia, an OZ representative who loves war. In a way, you could call Dorothy the anti-Relena. Now that Heero and Quatre are back, events are pushing them towards the Sanc Kingdom.
