An empty OZ passenger jet lands at the New Edwards Base, and Une reports to Treize that she spread rumors about all the top OZ officers gathering there. Treize points out that the rumors aren’t completely false since the two of them will be there. She reports that positioning is complete and shows Treize the deployment schedule. He wonders if they should have Zechs somewhere more significant than Nairobi, but Une explains that they have to send him because the lack of OZ soldiers in the area will mean a fierce battle. Heero receives a new mission from Doctor J to attack New Edwards. The circus ringmaster is furious that Trowa has run off again, but Catherine explains that he said he’d be back. Maganac pilots Abdul and Auda joke about Quatre suddenly leaving for a resort, but Rashid tells them that Quatre really left them behind to go on a mission. The two of them then want to fight, but Rashid says he can’t go against Quatre’s consideration for their safety. As the Gundam Sandrock is loaded onto a tanker ship, Quatre sees another mobile suit trailer being loaded onto the ship and recognizes Trowa. He greets Trowa and comments that it’s a coincidence that they’re on the same ship. Trowa says he’s doing the mission alone, but Quatre thinks they should join forces. Heero attacks an Alliance hangar to steal a transport plane and finds that Duo is already loading the Gundam Deathscythe onto the plane. Once they’re in the air, Duo comments that it’ll be a big battle. Heero wonders if Duo understands the importance of the mission, and Duo responds that it’s a chance to wipe out OZ entirely. However, the meeting really involves top Alliance officials, including Generals Septem and Ventei, along with the Alliance’s supreme commander, Field Marshal Noventa. Treize wonders how the future will turn out, and Une says it’ll go in whatever direction he wants. The Alliance’s Nairobi Base asks about Zechs’ air formation, and his response is that they’re conducting a combat exercise over Mombasa. Zechs tells Noin she might feel unpleasant later about what they’re going to do, but she says she trusts him. Zechs wonders why he’s fighting, because he doesn’t think the world will change if OZ replaces the Alliance. At the conference Noventa states that the Alliance has become the massive military power it was created to deter. He believes that weapons development is a waste of money and labor. He thinks they should head toward total demilitarization, and Ventei agrees, saying it’s time for the bloodshed to end. Septem brings up the crisis created by the Gundams and asks for Treize’s opinion. Treize comments that he believes the colonies created them purely for destruction. Noventa wants to reopen dialogue with the colonies to ease tensions, but he also wants to do the same with Earth nations. Septem brings up the Gundams again, and Noventa says that peace talks are the answer. The base then comes under attack from Heero and Duo, who encounter an enormous line of Leos. Une sends the signal to begin Operation Daybreak, and OZ forces begin attacking the Alliance around the world.
Noventa tells his men to call the Gundam pilots, but he’s told that won’t work. Treize tells Noventa he’s too important to get killed and offers an OZ launch shuttle. Noventa is surprised by Treize’s offer, and Treize points out that he’s part of the Alliance too. Treize stops Septem from boarding the shuttle under the guise of splitting the delegation for safety. At the New Edwards control room, reports come in about worldwide revolts at Alliance bases. OZ infiltrators attack Alliance soldiers to clear the path for their invading allies. Noin orders a commander at the Nairobi Base to surrender and kills him after he attacks her. Zechs makes an announcement on the radio that the time of the Alliance is over and that they need to create a new system. Around the world, Alliance bases fall to OZ soldiers. Heero and Duo continue to fight the hordes of Leos and are forced to dodge the Gundam Heavyarms‘ missile attack. Trowa moves in to attack Leos, and Quatre destroys several with his heat shotels. Heero wonders if Trowa and Quatre are with OZ, and Quatre thinks they might be allies. Noventa’s shuttle takes off, and Heero launches into the air when he spots its OZ registration. The Wing Gundam then slices the shuttle in half, killing Noventa, Ventei and the other top Alliance officers. Treize’s shuttle takes off and Duo attacks Trowa for shooting missiles at him. Quatre tells them to stop, and they back off when the Shenlong Gundam arrives and shoots its flamethrower. Wufei tells them they’ve all fallen for OZ’s trap because they wiped out Alliance pacifists. Septem announces that Noventa and other Alliance leaders were killed just as they were going to begin peace talks with the colonies. He says that they won’t ever yield to the colonies. Une then ejects Septem from the plane and shoots him in the head as he falls to his death. As they fly away, Treize comments that the second act is about to begin. Wufei tells them that everything they’ve just done was planned out by Treize. Wufei says he still intends to fight OZ, even if he has to do it on his own. Heero can’t believe what he’s done.
This episode is the big payoff for everything that Treize has been secretly planning since episode 1. Unfortunately, Operation Meteor starts up just around the same time that Alliance leaders like Noventa and politicians like Darlian want to make peace with the colonies. The appearance of the Gundams works perfectly for Treize’s plan, because it creates a threat to counter the argument for disarmament. Eliminating Darlian was the first step in killing the path to peace, and it’s followed up by killing the top Alliance leaders at the same time that OZ begins a worldwide rebellion. For their part, Heero and the other Gundam pilots became perfect pawns. On other fronts, top OZ officers like Zechs and Noin are easily able to take the Alliance by surprise, although Zechs internally questions what the point of it all is. While Heero momentarily thought he had accomplished his final mission, the joy of that is eroded when he finds out how thoroughly he was used by Treize.
