The HL-98 Hercules H21 was a multipurpose construction labor produced by Hishii Heavy Industries. The Hercules could be equipped with an optional air tank to perform underwater work. Because of its popularity, the Hercules was frequently stolen and used in labor crime. When the Tokyo police’s SV2 labor unit deployed to the Ark factory to thwart a plan to cause all the city’s labors to go berserk, many Hercules units activated on their own and attacked the police.
