The introduction of labors also led to the appearance of labor-related crimes. To combat these crimes, the Tokyo Metropolitan Police Department created its own labor division, Special Vehicles Section 2. In addition to operational labors such as the ASUKA-MPL-96 Taisyo and the AV-98 Ingram, the police department utilized the MPL97AV-T training labor. This simplified machine resembled the appearance of the Ingram, and it could be equipped with or without a head. Its only armament was an anti-labor stun stick used for practice combat matches. Although intended only for training, SV2 appropriated a unit during an attempt to stop a Japan Self-Defense Forces coup d’état led by Kai Kiyoteru.
