While the Principality of Zeon forces developed mobile suits like the MS-06E Recon Type Zaku for reconnaissance duties, the Earth Federation Forces, who were slow to develop and produce mobile suits and already had many conventional recon aircraft and spacecraft, generally didn’t give their mobile suits these kinds of capabilities. However, as units made up exclusively of mobile suits become common after the One Year War, from a supply and maintenance standpoint it seemed wiser to adapt mobile suits for this role than to deploy specialized recon craft. Moreover, while recon spacecraft could be easily destroyed if they happened to be caught in combat, the defensive strength of mobile suits meant that they had a higher survival rate. The EFF thus began planning the development of mobile suits designed for reconnaissance and early warning, based on the RGM-79 GM and its derivatives. Of the plans considered at this point, the notion of using the radome from a conventional recon machine and the backpack of the RMS-106 Hi-Zack was deemed the most cost effective. The EWAC GM was equipped with the same backpack and sensor radome as the RMS-119 EWAC Zack, as well as a detachable remote-controlled camera unit. However, since problems were found in its performance in the presence of Minovsky particles, the three test units produced were ultimately discarded.
