In response to the Vagan invisible umbrella stealth system, Flit Asuno secretly created the Vagan Detection Technology Development Committee, more commonly known as TARAC (Target Acquisition) Institute. With its large budget, one of TARAC’s research and development projects was the RGM-C350S Shaldoll Scout, an anti-Vagan reconnaissance mobile suit. The initial idea behind this project was simple: since radar and various sensors couldn’t detect the Vagans, a high speed vessel carrying recon suits was deployed to possible areas where the Vagan forces were. Its mission: collect data on Vagan combat strength. Small numbers of Shaldoll Scouts would penetrate enemy-controlled areas, and then no matter how heavy the enemy’s attack were, to escape and bring the intel back successfully. Its equipment was thus developed to increase survivability.

Even with additional armor, its mobility remained unaffected due to strengthening of the leg thrusters. Although the multipurpose launcher on the right shoulder could fire normal ammunition, it was developed with the intention of firing special ammo like beam dispersion shells and polymer releasing shells that disrupted sensors and spread an electrically conductive polymer. The left shoulder’s launcher contained long-range guided missiles, but they were intended mainly to create distance between the Shaldoll Scout and the enemy during escape. These missiles contained built-in AI that could automatically lock on to the target and restrict its movement. The handheld combat rifle was the Earth Federation Forces’ large caliber solid shell firing rifle, designed to be used in enemy occupied areas and was modified such that IR sensors had difficulty picking up the heat it released. Although many of the Shaldoll Scouts deployed were destroyed or damaged, they successfully reconned the Vagan forces multiple times.
