Guin receives an invitation from Kihel to attend the founding ceremony, and Loran receives one as well under his pseudonym Laura Rolla. As Sochie goes to bed, Dianna sees Loran sleeping on the couch and asks him to come outside with her. On the Soleil, Miran asks Kihel to look at the draft of the declaration. Kihel thinks to herself that the situation is not going so well. On a balcony, Dianna revels her true identity to Loran. He can’t believe it, and she tells him she needs his help because Kihel’s life could be in danger over their stupid prank. The next day, Moonrace soldiers go into a nearby town and buy all the food for the declaration ceremony. A Moonrace soldier goes into a bar to get wine, and the bartender is a disguised Yanny. Teteth shows up to talk to the soldiers, and Yanny promises to bring wine to the ceremony. On the Soleil, Kihel tells Harry that although she is declaring a state she doesn’t want to occupy the entire area and unite people against them. She says getting Floria will be enough, and Harry tells her how his parents died before fulfilling a dream to live on Earth. Guin, Dianna and Sochie ride in a car to the Soleil, followed by Loran in the Turn A. As Loran gets out of the Turn A, Pou watches him. Nearby, Gavane watches from his Borjarnon and spots Yanny. Sochie and Lily have a drink at the party and Sochie thanks Lily for allowing her and Dianna to borrow clothes. When Dianna leaves Guin explains to Sochie that she has to take action for him because he can’t. Dianna and Loran are caught going off on their own, and Dianna pretends to be herself to trick the soldiers. Nearby, Yanny and Teteth give the Dianna Counter soldiers wine so they can get drunk. Michael shows up in disguise and tells Yanny that Guin is at the party. A soldier tells Michael about the mobile suits in the area, Michael orders him to make sure no one gets near them. Yanny says that the plan to fill everyone up with 99% alcohol is working well. As the soldiers drink away, Teteth dances with them.
Gavane tells his men the plan is ready to execute and reminds them not to harm Lily at the party. Inside the ship, Loran wants to use the elevator to reach the bridge, but Dianna doesn’t want any soldiers to spot them. A Militia soldier sets a Wad to run around automatically and create a distraction. Yanny pours fuel all over the place to start a fire and signal Gavane. Gavane sees the signal, and his Borjarnons begin firing their bazookas at the Soleil. Sochie says she didn’t know about the attack, and Guin says the same. During the confusion, Teteth steals a Moonrace uniform and sneaks into the ship, where she knocks out a soldier and steals his gun. She runs into Loran and Dianna and hears him call her Dianna. She pulls out a gun and tries to shot Dianna, but Loran blocks by throwing his purse at her. Harry arrives in time to chase her away and asks Loran and Dianna why they are in the ship. Outside, the Borjarnons manage to destroy a Sumo. Teteth shoots Kihel’s guards and confronts her. Kihel asks her if she was sent by Agrippa Maintainer, and Teteth says she was sent by people who don’t want to live on Earth. She says she wants to be a Moonrace citizen and starts shooting. Kihel throws her folder at Teteth, and the gun runs out of ammo. Teteth tries to then stab Kihel with a knife, but she is chased away by Harry. Loran and Dianna show up, and Kihel tells Harry to take them back to Guin. With the attack over, Kihel ascends the stage and begins her speech. She says that she doesn’t want war and doesn’t want Earth to go back to the Dark History. She says that humans of Earth forgot about the past and the space age that she created. She says that the Moonrace have been waiting for the time for Earth to be alive again so they can restore it to its former glory. Kihel says she wants peace and cancels the state declaration so that she can negotiate with the people of Ameria. Dianna sees that Kihel is saying the things in her heart better than she could, and she decides to hand the Moonrace over to Kihel. Harry calls Kihel by her real name and tells her she can’t control the army with speeches. She tells him not to confuse her with Kihel and says her people will follow her orders.
Here we have another suspense-filled episode. The Militia plots an attack here, knowing they could place important people like Guin and Lily in danger. While Guin was sneaky back in Inglessa, it looks like he really has no power over the Militia now and has no idea what they are up to. Teteth shows up again here, and she explains her reasons for wanting to kill Dianna are so that she can become a true Moonrace citizen like her ancestors. Whether or not she was sent by this Agrippa Maintainer is unknown. Kihel’s speech at the end was quite a shock to everyone. Instead of potentially expanding the war, by giving up the state she has averted it. Perhaps Dianna is right in handing the reigns of power over to her. Loran’s in on Dianna’s secret now, so I wonder how he will act around her from now on. Also, Harry addresses Kihel by her real name, so I wonder if he really knows who she is or was just bluffing.
