At Tesla Leich, Jonathan tells Tsugumi to speed up the loading procedures. Tsugumi asks where they’ll escape too, and Jonathan says they’ll meet up with the Hiryu Kai. Sleigh and Ibis launch in their Calions while Kusuha loads the Grungust Type 3 onto a Tausendfussler. Jonathan laments being unable to finish some units for Shine, but Filio says Tsugumi will take care of it and tells her to escape. Rishu also tells Kusuha to escape when Rest Djemilas appear. Rishu joins Jonathan and they both realize that the enemy want to capture the institute. Ibis and Sleigh attack, but Ibis does little damage. Sleigh tells Ibis to leave it to her, calling her “Shooting Star.” Rishu explains to Jonathan that Sleigh calls Ibis that because she’s always getting shot down. Ibis keeps trying to attack, but Sleigh is the only one able to destroy any units. The Tausendfusslers launch, but Vigagi arrives in his Galgau. He introduces himself as a civilization inspector, saying he would be considered an alien, but is not from Balmar. He says they can call them “The Inspectors.” The Calions approach him, but the Galgau launches homing projectiles. Ibis gets hit but she ejects before her Calion crashes. Sleigh does better at evading, but is almost shot down. She is saved by the arrival of Ratsel Feinschmecker piloting the Guarbein Mark III Trombe. He knocks the Galgau back and tells the transports to launch. Tsugumi and Kusuha both recognize his voice as well as the color scheme of his machine. Vigagi tries to stop them, but Ratsel interferes. Vigagi recognizes the Guarbein’s ability and says a little camouflage doesn’t fool him. Ratsel and the others escape, but Vigagi lets them go, saying his mission was only to capture the institute. Ratsel vows to come back and save those that stayed behind. At the presidential office in Paris, Graien wonders how all the bases in North America could fall so easily. Brian muses that they failed to retain the lessons of the L5 Campaign. Graien says it’s difficult to defend against an enemy that can teleport and Mitsuko Isurugi chimes in that the Chokijin would make powerful weapons. Graien says their priority is the aliens but Mitsuko says the Einst will be troublesome too. Brian agrees and asks Nibhal Mubhal to find a way to contact the aliens. Graien asks if Brian intends to sell out the Earth, but Brian says he just wants to see if there is a peaceful solution. Mitsuko thinks she’ll have plenty of new business chances in the future.
Kusuha patches Ibis up and Tsugumi asks Ratsel why he was at Tesla Leich. He says he was going to pick up the Grungust Type 3 unit 2. Kusuha is about to question Ratsel’s identity when he assures her he is not Elzam. Sleigh asks why her brother isn’t onboard and Tsugumi explains it was his choice because some one needed to stay and protect something the aliens can’t be allowed to find. Ibis tries to calm Sleigh down, saying none of them have given up on their dreams. Sleigh asks Ibis why she flies, and Ibis says it’s to go to the sea of stars. Sleigh says she flies because some one is happy when she does. The alarm goes off and Sleigh heads out. Ibis curses not having a unit and Ratsel tells Tsugumi it’s time to launch the alpha prototype. He adds that Ibis is the pilot Filio chose, so he’s going to believe in her too. He goes to launch and Tsugumi tells Ibis she has something to show her. Aguija approaches and uses her Silverwind’s speed to take on Sleigh and Ratsel. She mocks how slow Earth machines are when she’s attacked from behind by Masaki Andoh and the Cybuster. Aguija says she didn’t expect to see the Elemental Lord of Wind and Masaki is surprised she knows Cybuster. She says she’ll show him her Silverwind is faster and the two fly off. Tsugumi shows Ibis the Astelion, saying its color scheme is proof that Filio chose Ibis to pilot it. Several Rest Djemilas land on the transport and Tsugumi asks Ratsel and Sleigh to clear the hatch. They do so and Ibis launches in the Astelion, using missiles to destroy the rest of the Rest Djemilas. Aguija tries to attack Ibis, but Masaki gets in her way. Rest Djemilas latch onto Cybuster and cause it to fall, letting Aguija attack Ibis again, but Ibis dodges and manages to keep up with the Silverwind. Aguija lets her guard down and Masaki takes the chance to slice off Silverwind’s arm. Ibis then uses the Rapid Acceleration Mobility Break maneuver to further damage Silverwind. Tsugumi recognizes Ibis putting her all into her dream of flying through space as Ibis’s strength. Aguija tries to escape, but Masaki launches his Akashic Buster. Before the attack hits, Rest Djemilas teleport in and take the hit. Aguija thanks Sikalog for the assist and escapes. Ratsel tells Masaki not to follow, asking him to escort the others to the Hiryu Kai while he delivers the Grungust Type 3 unit 2 to his friend. Masaki agrees and Sleigh decides to go with Ratsel. She says there’s no place for her in project TD because her brother chose Ibis. Ibis views a recorded message left by Filio, who congratulates her and tells her that even if she doesn’t like her nickname, a shooting star cuts open the night sky. At Aviano, the Hagane launches with the intent of taking back Riksent and meets up with the Hiryu Kai.
The Inspectors continue their campaign and take over the Tesla Leich Institute but like on the Moon a few manage to escape with new units. This is thanks to the arrival of Ratsel, who is totally not Elzam, piloting a unit that is totally not the Huckebein Mark III wearing a Guarlion hat. Absolutely no one is fooled. Masaki makes his return as well and he and Ibis cause some damage. Despite Ibis’s poor performance in the Calion, she manages to do rather well in the Astelion, improving Tsugumi’s opinion of her and hurting Sleigh’s pride in the process. On the political side of things we see Brian trying a peaceful route through the ever mysterious Nibhal. We also meet Mitsuko, the head of Isurugi Industries and a woman always looking to expand her business network. The episode ends with the Hagane and Hiryu Kai meeting up and going to Riksent, so the next episode is sure to be a big battle.
