The greatest difficulty for the remnants of the Principality of Zeon’s forces was securing resources, particularly mobile suits, and since they had no production capabilities the mobile suits they currently possessed represented their last remaining fighting strength. As the Titans who hunted them continued to deploy new machines on the frontlines, they found themselves at a dramatic disadvantage in terms of both quality and quantity. To address this situation, many Zeon remnants applied their own independent modifications to enhance the performance of their mobile suits. The Stutzer series were among the customized machines. (Stutzer is a German word meaning a fop, a dandy, or a fancy dresser.) The winch unit used by the Stutzer series consisted of a detachable wire-guided arm which is launched on rails. The mobile suits themselves were equipped with wire cutters on their heads and chests, which prevented their sensors from being damaged by their own wires. Operating data from the custom machines used by Zeon remnants was covertly relayed to forces like Axis, and incorporated in the development of their new mobile suits. The winch unit used by the Stutzer series, which launched wire-guided arm parts, was a weapon which could be operated even by ordinary pilots who weren’t Newtypes. This device could entangle enemy machines with wire, or throw hand grenades at them while the mobile suit itself hid behind an asteroid, making it ideal for guerilla tactics in shoal areas.

The MS-09R Rick Dom [Stutzer] was independently remodeled by Zeon remnants. Its fixed armaments were dramatically enhanced, with a winch unit on the front of the machine and missile pods and minelayer units attached to its shoulders. Weapons were usually operated via the manipulators, but fixing them in place made it possible to use many weapons simultaneously. This had the drawback of making fire control more complex, but this wasn’t a major problem for the Zeon remnants, who had many veteran pilots. Due to its high thrust, the Rick Dom could carry a large weapons payload. The Zeon remnants primarily used highly reliable projectile weapons such as missiles and bazookas, rather than beam weapons which were more complex to maintain. The Rick Dom [Stutzer] could also carry bazookas and other standard hand weapons. Its large backpack gave it an increased propellant supply, and a rear warning sensor was installed on top of the backpack.
