Following the debut of Celestial Being and its advanced Gundams in 2307, Union pilot Graham Aker requested upgrades to his SVMS-01 Union Flag to put it on more equal footing with the Gundams. Professor Ralph Eifman, developer of the Flag, complied by creating the SVMS-01E in just one week. Upgrades included a new high output flight unit which was difficult to control, lower hydrogen fuel payload and lighter armor, all of which allowed Graham’s custom unit to achieve twice the speed of a normal Flag. The anti-G limiter was removed to allow high speed flight, but as a result Graham experienced up to 12Gs of acceleration during high speed turns. The suit’s black color was due to the anti-beam coating, and its joints were also strengthened. As the commander’s unit for the anti-Gundam task force, the suit was also equipped with enhanced communication capabilities. Because Graham was left-handed, besides having the linear rifle and defense rod in opposite arms from that of the standard unit, the suit’s fire control system software was also rewritten.

The suit’s armaments included a trial type linear rifle equipped with a large battery and two different firing modes that could use different bullets. The first mode was for rapid fire, but it had low power. The second used more electricity to increases the speed and power of the shot. In turn, the charging time before firing also increased. As demonstrated in the unit’s first fight with the GN-001 Gundam Exia, the rapid fire mode was for distraction and allowed the key bullet from the second firing mode to hit. This rifle was later exchanged for the Trident Striker. Due to its effectiveness in combat, Graham’s custom unit served as the blueprint for the SVMS-01O Over Flags assigned to the pilots of his anti-Gundam task force.
