The Flagger was a compact hovercraft designed to function in urban areas. Although the pilot was exposed and forced to stand, the open cockpit allowed for a greater visual range. The Flagger was lightly armed with only a 3-barrel machine gun. In addition to the standard Flagger, the military also produced the Flagger Transporter Type to deliver Hargan maneuver slaves to the battlefield. Later, the military produced an improved design, the Flagger II. The original Flagger remained in service even after the introduction of the Flagger II, and both craft types were used to patrol the streets of Megazone 23 and hunt down rebellious factions, such as the Trash biker gang.
