By Rommel explains to Kyoya that his people lost the battle because the Mass-Diver Gunpla would keep regenerating no matter how many times they were shot down. He says that they can’t ignore this threat and should contact the administration for help. In The Avalon Force Nest, Kyoya contacts the Game Master and asks why the administration isn’t doing anything about the Mass-Divers. The Game Master answers that they know about the Mass-Divers, but the way the Break Decals works leaves no evidence in a user’s log data. Kyoya asks about the video of Rommel’s defeat, and the Game Master answers that analysis showed the loss was within the rules of GBN. He says that while they are beefing up patrols, they can’t punish players without evidence of illegality. He adds that GBN is too vast to patrol with their limited manpower. Kyoya tells Rommel about this, and Rommel speculates that the Game Master could be right, or the administration is covering things up. He says that if the Break Decals don’t just temporarily change data, they could be affecting the Main Program of GBN. Kyoya tells Rommel that he has a plan for dealing with the Mass-Divers. At home, Riku gets a message from Kyoya asking to meet with all members of the Build Divers. In the GBN lobby, the Build Divers are greeted by Emilia and Karuna, who take them to Avalon’s Force Nest for a top secret discussion. Riku and the others are amazed by the massive castle when they arrive. At a banquet, they spot many top players, including Magee, Tigerwolf and Shahryar. In a large meeting room, Kyoya thanks everyone for coming without knowing why. He tells them that he wants to establish a Coalition of Volunteers to deal with the Mass-Divers since the admins aren’t doing anything. The crowd agrees with the request, and Rommel describes a secret mission that the 7th Panzer Division and Avalon are on. To identify the distributor of the Break Decals, they have an agent setting up a meeting to acquire decals, at which point their forces will move in. Rommel notes the new danger of Break Decals allowing Gunpla to regenerate. Kyoya tells everyone that their objective isn’t annihilation, but simply to ID the mastermind behind the Break Decals. Elsewhere, the agent travels to an abandoned resource satellite to meet with Tsukasa. He runs a scan but can’t get Tsukasa’s player ID. Tsukasa reveals that he knows everything and that the agent has walked into a trap. Three Mass-Divers appear and shoot the agent.
Riku asks Emilia why Hyakki isn’t participating in the Coalition, and she explains that they are on self-imposed suspension due to one of their members having been a Mass-Diver. While they declined the request, they recommended that the Build Divers be invited in their place. Emilia bluntly tells them that she thinks they’re not skilled enough for this mission, but Hyakki and Kyoya think highly of them. Kyoya calls the Game Master and tells him that their agent contacted Rommel in the real world after his forced logout, and the Game Master reports that the logout happened in the beginners’ server, Area 11. Experienced players can’t access a beginners’ server, but the Game Master offers to give them access and seal the server after they enter. Kyoya announces to the Coalition that they’ve located the mastermind and will initiate their mission at 15:00. Rommel explains that they will have a defense team to hold off the Mass-Divers and an assault team to attack the resource satellite. Sarah asks to come with Riku as the Build Divers launch and head for the location. The Coalition arrives at the target server, which is then sealed off by the Game Master. Kyoya tells everyone that if they get shot down and log out, they can’t come back. Large numbers of Mass-Divers launch and come under attack from the Coalition, including Magee’s Gundam Love Phantom. However, the Mass-Divers immediately regenerate and attack once more. A second wave of Mass-Divers launches, and Shahryar uses his his Ptolemaios Arms to unleash a massive attack on the satellite, while Tigerwolf uses the Ryukorodo special attack. The Coalition rushes into the satellite, and Sarah tells Riku to take a different path. Ayame attacks two Mass-Divers going after Riku, and he decides to take Sarah’s advice. Riku and Ayame go down the alternate path, and Koichi saves Momo from a Mass-Diver. Despite the prolonged fighting, more Mass-Divers keep appearing. Kyoya and Randy reach the destination and find themselves sealed off in a trap, with Randy’s Gunpla being destroyed by a Mass-Diver in a Providence Gundam. Tsukasa gets an alert that the 00 Diver Ace is heading straight for him, so he sends a message to Ayame. Kyoya asks the Mass-Diver why he’s using Break Decals, and the player says he only cares about his reward, not GBN. Riku and Sarah are attacked by a bird mecha, and he remembers seeing it before. The bird mecha returns to Ayame, and she tells Riku that she can’t allow him to keep going.
As the Mass-Diver threat grows, Kyoya and Rommel have decided to do something since the administration of GBN is utterly incompetent. I can’t believe they’d handcuff themselves to the extent that even video evidence of cheating won’t lead to them banning players simply because the Break Decals leave no evidence of tampering. We’re talking about a video game here, not legal charges against people for criminal acts. Given that we frequently see characters watching video of past matches, the administration has all the evidence they need to ban anyone using Break Decals, so the Game Master’s stance is totally unbelievable. If World of Warcraft was overrun with cheaters, I doubt anyone at Blizzard would say, “Aww shucks, despite all this video evidence of cheating, there’s nothing we can do about this!” This Coalition of Volunteers assembles to basically do a massive raid, but they’re already at an enormous disadvantage since they know Mass-Divers can regenerate now. Additionally, despite Hyakki’s recommendation, I agree with Emilia and don’t see why the Build Divers are qualified to participate in this fight, which is still relatively early in this series. Of course, the story dictates that they have to be there so that Riku can be betrayed by Ayame.
