Following the end of the One Year War at the Battle of A Baoa Qu on December 31, UC 0079, many remnants of the Zeon military went into exile, surviving and rebuilding their forces as best they could until they could renew the war against the Earth Federation Forces. One remnant was the Delaz Fleet, and it built an exclusive new mobile suit with salvaged parts and mobile suit components. The MS-21C Dra-C was a space-only, fast interception mobile suit, armed only with a 40mm vulcan gun on its right arm and a beam saber-equipped shield on the left arm. Its torso and arms were salvaged from the MS-06F-2 Zaku II F2, but it mounted a pair of large propellant tanks in place of legs. Since it resembled a mobile armor as much as it did a mobile suit, the Dra-C was not equipped with an AMBAC (Active Mass Balance AutoControl) system, instead relying on main thrusters and a pair of large, vernier-laden shoulder pods for attitude control. A variant design, the MS-21D1 Dra-C Custom, used different shoulder thrusters that resulted in better acceleration but lower maneuverability. Following Operation Stardust, the Dra-C was also used by the Axis Zeon during the Gryps War in UC 0087, and later by the “Sleeves” Neo Zeon faction during the Laplace Incident in UC 0096. The Sleeves units mounted a beam Gatling gun as their main armament, but these aging mobile suits performed poorly against the EFF’s newer models in a battle at the Palau asteroid.
