After defeating the Innovades that called themselves Innovators, Celestial Being acted as a deterrent for the world, but its activities became more discrete. The reason was that the usage of the Gundams had taken on a greater significance than just mere combat. During this period, Celestial Being appeared on the battlefield only if it judged that the new Earth Sphere Federation government was incapable of handling the situation. Even then, it tried its best to conceal the existence of the Gundams. As a result, it treated the use of Gundams as a last resort and instead tried to rely on mobile suits like the CBNGN-003 Union Flag Celestial Being Type.

The suit was based on the SVMS-01AP Union Flag Orbit Package Colony Guard Type. Mainly used by Setsuna F. Seiei, the suit could also be used by other members for their mission. The suit’s equipment could be altered according to its pilot. The suit used by Setsuna was the S type, which was equipped with GN Sword II Kai, which reflected his combat preference. The GN Sword II Kai was based on the GN-0000 00 Gundam‘s GN Sword II and had its own GN Condenser, as it was meant for use by older, non-GN Drive equipped suits. Like the GN Sword II, it could transform into rifle mode. The suit could mount eight particle disruption shells to hinder enemy units, four on the side of the pair of 120mm short linear cannon (two per cannon), and another four on the legs.
